Pre-Contract Information Form

This is an English translation provided for convenience. The Turkish version of this form is the legally binding text; in the event of any discrepancy, the Turkish version prevails.

Effective date: This form has been prepared, pursuant to Law No. 6502 on the Protection of the Consumer and Article 5 of the Distance Contracts Regulation, to be presented to the Buyer before the payment/approval step for orders placed in the capacity of a consumer.

2. Essential Characteristics of the Service

The name of the ordered service, its technical scope (CPU, RAM, disk space, traffic or package contents), its term (monthly/annual), its location and its quantity are clearly shown on the cart and order summary screen on arcnar.com. This form covers all of the technical and financial details presented to the Buyer on that screen and is an inseparable whole.

3. Price and Payment Terms

• All prices are expressed in Turkish Lira (or the currency selected at the time of the order); whether VAT is included in the prices and the tax status are clearly stated in the order summary.

• The total amount to be paid by the Buyer is stated clearly in the order summary at the payment step, including the service fee, any selected add-on modules and taxes. As this is digital performance, there is no shipping/delivery charge.

• Payment means: Credit card, debit card (PayTR secure payment infrastructure), bank transfer/EFT or Panel balance.

• Renewal terms: Services may be renewed automatically on their periodic expiry dates. The renewal fee and date are displayed in the Panel; the Buyer is informed by email before the due date. The Buyer may disable the automatic renewal instruction at any time via the Panel.

4. Principles of Performance (Delivery)

• Method of performance: Following the successful approval and collection of payment, the service is activated electronically directly via the Customer Panel (digital performance).

• Time of performance: Immediately following payment approval; in cases requiring special technical preparation or manual configuration, it is provided without exceeding the legal 30-day period at the latest. Domain registration, transfer and renewal operations are subject to the real-time processing times of the relevant national/international registration bodies.

5. Right of Withdrawal and Its Exceptions

• The Buyer has the right to withdraw within 14 (fourteen) days from the date the contract is concluded, without stating any reason and without paying any penalty, provided that performance has not been started in service contracts.

• Cases where the right of withdrawal cannot be exercised (Regulation art. 15):

  • The right of withdrawal cannot be exercised for digital services whose performance has started with the Buyer's explicit approval (once a server/hosting account is set up, a VPS is created, or a migration process is started).

  • Domain registration, renewal and transfer fees are not refundable in any way, because the registrations are processed into international registry databases in real time and are irreversible in nature.

  • Where the Buyer gives the approval "I request that the service be started immediately and I am aware that in this case I will lose my right of withdrawal" at the order confirmation stage, the right of withdrawal for services whose performance has started ends.

• Notice of withdrawal may be given to [email protected] or via a Panel support request. The refund is carried out within 14 days following receipt of the notice by the Seller, in a manner appropriate to the means of payment. Detailed refund and pro-rata refund terms are set out in Articles 5 to 8 of the "Distance Sales Agreement".

6. Complaints and Dispute Resolution

The Buyer may submit their complaints and objections directly to the Seller via [email protected]. In the event of a dispute, the Consumer Arbitration Committees or the Consumer Courts at the Buyer's place of residence or at the place where the consumer transaction was carried out have jurisdiction, within the monetary limits announced each year by the Ministry of Trade.

7. Electronic Approval and Payment Obligation

The Buyer declares electronically that they have read and approved this Preliminary Information Form and the "Distance Sales Agreement" through arcnar.com, that the service scope and price information in the order summary are correct, that they come under a payment obligation the moment they approve the order, and that they have been informed in advance about the exceptions to the right of withdrawal.
